The turbulent developments that eventually led up to the construction of the Berlin Wall in 1961 make up the subject of this documentary. But director Karl Gass makes a stand for that policy in Berlin that is pursued by the Russians. The film contains a lot of references to the unpredictable and opportunistic West. For instance, Gass shows no images of the communist sabotage of the traffic of mail and goods as a consequence of imposed free elections in the four sectors of Berlin. So, the airlift in 1949 appears out of the blue. Not a word is said about the many East German refugees.
With Roosevelt's death, the trust between East and West has disappeared according to Gass. His successor is said to be out for a greater degree of separation of the city, which is sped up because the Britons, French, and Americans observe the agreements less and less often. Look at this frontal city of the Cold War, but realize that, indeed unmeant for, it is subtly shown what the enemy's image looked like in the eyes of East Berlin.
